山西省科技创新券实施现状分析与优化建议研究

Analysis of the Implementation Status and Optimization Suggestions of Science and Technology Innovation Vouchers in Shanxi Province

摘要:

科技创新券是政府针对中小微企业设计发行的科技代金券。为了提高科技创新能力、完善科技产业政策，山西省于2016年启动科技创新券工作。经过几年实施，科技创新券政策已进入深化探索期。文章从运作机制、政府机构与职责、服务对象与适用范围、发放与兑现流程、监管措施分析了山西省科技创新券的管理模式，总结了政策实施以来在提高政府科技资金使用效率、引入新的政府科技资源分配模式、平衡政府科技资源分配格局、减小中小微企业创新资金压力、促进产研结合方面的成效。针对实施过程中发现的问题，从科技创新券政策的宣传与解读、创新结果报告的审核、兑付周期、科技创新券的适用规则、科技服务供需信息的匹配、高校教师的参与积极性六个方面分析了产生原因，并提出了相应的对策建议。

Abstract:

Science and technology innovation vouchers are science and technology vouchers designed and issued by the government for micro, small and medium-sized enterprises. In order to improve the capacity of science and technology innovation and perfect the science and technology industrial policy, Shanxi Province started the work of science and technology innovation voucher in 2016. After several years of implementation, the science and technology innovation voucher policy has entered a period of deepening exploration. The article analyzes the management mode of science and technology innovation vouchers in Shanxi Province in terms of operation mechanism, government agencies and responsibilities, service targets and scope of application, issuance and redemption process, and supervisory measures, and summarizes the effectiveness of the vouchers since the implementation of the policy in improving the efficiency of the use of government funds for science and technology, introducing a new mode of allocation of government resources for science and technology, balancing the pattern of allocation of government resources for science and technology, reducing the pressure on the innovation funds of micro, small and medium-sized enterprises and promoting the integration of industry and research. In view of the problems found in the implementation process, the causes were analyzed from six aspects, namely, the publicity and interpretation of the policy on science and technology innovation vouchers, the audit of the innovation result report, the encashment cycle, the rules applicable to the science and technology innovation vouchers, the matching of the information on the supply and demand of scientific and technological services, and the enthusiasm of the participation of the university faculty, and corresponding countermeasure suggestions were put forward.
