Abstract:East-West regional collaborative innovation is a key measure to enhance the regional science and technology innovation system and promote cross-regional collaborative innovation. This study constructs a science and technology collaborative innovation indicator system for Ningxia and the eastern provinces by utilizing the entropy method to determine the weights of various indicators, and systematically assesses the level of scientific and technological collaborative innovation between Ningxia and ten eastern provinces from 2017 to 2021. Through detailed analysis of two primary indicators, the overall innovation level and the collaborative innovation level, the research reveals significant improvements in the level of scientific and technological collaborative innovation between Ningxia and the eastern regions. However, Ningxia still exhibits a considerable gap in the overall innovation level compared to the eastern regions. The collaborative innovation between entities in the East and West and across regions has significantly enhanced Ningxia's regional innovation capability, highlighting the important role of regional collaborative innovation in improving the scientific and technological innovation capacity of western provinces, promoting inter-regional resource sharing and complementary advantages, and accelerating regional economic development. Therefore, achieving synergistic development in scientific and technological innovation requires focusing on enhancing the intensity of resource allocation, promoting the mobility of talent, driving effective innovation outputs, and strengthening collaboration among entities and across regions. The research findings not only provide empirical support for the scientific and technological collaborative innovation between Ningxia and the eastern provinces but also offer specific strategies and suggestions for narrowing the development gap between the East and West and fostering technological and knowledge exchange.
