Measurement of influencing factors of Enterprise's willingness to conduct basic research—Ability and motivation perspective

加强企业基础研究是实现国家高水平科技自立自强的重要一环。基于2023年度1923家广东省高新技术企业开展基础研究情况的问卷调查数据，通过构建分析模型，研发发现，影响企业开展基础研究意愿的主要内生动力为外部知识的获取和吸收转化能力，主要外生动力为拥有基础研究合作伙伴、同行竞争压力、政策支持力度以及购买新技术的难度。研究还发现，影响国有、民营、外资企业开展基础研究意愿的因素存在显著差异，国有企业的内部创新软环境、民营企业的外部知识获取和吸收转化能力、外资企业的基础研究技术条件分别是其开展基础研究意愿的关键影响因素。据此，本文提出如下建议，建立完善常态化工作机制，强化企业开展基础研究意识和信心；拓宽企业基础研究“朋友圈”，增强企业开展基础研究外生动力；激励企业夯实开展基础研究条件基础，激发企业开展基础研究源动力；构建支持企业基础研究立体化政策体系，解决企业开展基础研究“后顾之忧”。

Abstract:

Encouraging enterprises to strengthen basic research is an important way to enhance China"s sci-tech self-reliance and self-strengthening at higher levels.Based on the questionnaire survey data of 1923 high-tech enterprises in Guangdong Province conducting basic research in 2023, through constructing an analytical model, research and development found that the main endogenous driving force affecting the willingness of enterprises to conduct basic research is the ability to acquire and absorb external knowledge, and the main exogenous driving force is having basic research partners, peer competition pressure, policy support, and difficulty in purchasing new technologies. The study also found that there are significant differences in the factors that affect the willingness of state-owned, private, and foreign-funded enterprises to conduct basic research. The internal innovation soft environment of state-owned enterprises, the external knowledge acquisition and absorption and transformation ability of private enterprises, and the basic research technology conditions of foreign-funded enterprises are the key influencing factors of their willingness to conduct basic research. Based on this, this article proposes the following suggestions: establish and improve a normalized work mechanism, strengthen the awareness and confidence of enterprises in conducting basic research; Expand the circle of friends for enterprise basic research and enhance the external driving force for enterprises to carry out basic research; Motivate enterprises to consolidate the conditions and foundation for conducting basic research, and stimulate the driving force for enterprises to carry out basic research; Build a three-dimensional policy system to support enterprise basic research and address the concerns of enterprises in conducting basic research.
