    电子文件和纸质文件同步随业务流程运转的双轨制给各行业工作均带来了巨大的纸质文件管理压力。在全球文件管理数字转型及中国“互联网+”行动计划的时代背景下,国家重点研发计划项目电子文件单轨制管理已经成为必然的趋势和任务,但现有国家重点研发计划项目的有关研究尚未涉及档案管理及电子文件管理等内容。为此,回顾和分析国家科技计划项目电子文件管理30余年的历史和经验,认为国家科技管理信息系统公共服务平台已实现国家重点研发计划项目所有业务活动的全流程电子化管理,为国家重点研发计划电子文件管理打下从双轨制向单轨制过渡的基础。然而,国家重点研发计划项目电子文件管理仍存在档案管理顶层设计不足,档案管理制度建设不完善,电子签名、电子印章以及电子文件元数据方案建设滞后等问题,针对此提出完善档案管理组织机构和制度体系、开发电子签名和电子印章应用体系、制定电子文件元数据方案、完善国家科技管理信息系统公共服务平台技术体系等对策,以期完全实现国家重点研发计划电子文件单轨制运行与管理。

    Abstract:

    The double-track system of synchronizing electronic and paper documents with business processes has brought enormous pressure to paper documents management in various industries. Under the background of global digital transformation of documents management and China's "Internet plus" action plan, electronic documents single-track management of National Key R&D Program of China has become an inevitable trend and task. However, the existing research on National Key R&D Program of China has not yet involved archive management and electronic documents management. To this end, this paper reviews and analyzes the history and experience of electronic documents management for national science and technology programs over the past 30 years. It argues that the National Science and Technology Management Information System, Public Service Platform has achieved full process electronic management of all business activities for National Key R&D Program of China, which laying the foundation for the transition from a double-track system to a single-track system in electronic documents management for National Key R&D Program of China. However, there are still problems with the insufficient top-level design of archive management, incomplete construction of archive management system, and lagging construction of electronic signatures, electronic seals, and electronic documents metadata schemes in the electronic documents management of National Key R&D Program of China. In response to these problems, it puts forward some countermeasures from the aspects of improving the archive management organization and institutional system, developing electronic signatures and seals application systems, formulating electronic documents metadata scheme, and improving the technical system of National Science and Technology Information System Public Service Platform, in order to fully realize the operation and management of electronic documents single-track system management of National Key R&D Program of China.
