Abstract:It is an important issue to enhance the contribution of university discipline development to national scientific and technological innovation and truly realize the integrated development of education, science and technology and talents. Taking Britain as an example, this paper explores the leading, encouraging, forecasting and managing functions of British science, technology and innovation policies on the development of disciplines in universities by using the policy tool theory. From the perspective of British universities, this paper analyzes the response and participation of universities to science, technology and innovation policies, and the measures taken in basic disciplines, applied disciplines, personnel training, cultural construction and other aspects, forming a trend of integrated development of discipline construction and scientific and technological innovation. The conclusion shows that the implementation effect of science, technology and innovation policy depends on the good interaction between policy makers and policy implementers, the scientific and reasonable policy formulation, the full integration of universities into science, technology and innovation policy to play its role, and the response and implementation of universities are of great significance to promoting the further development of disciplines and scientific and technological innovation.
