Abstract:General Secretary Xi Jinping pointed out the need to promote the construction of a talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area. However, due to the differences in the characteristics and attributes of Hong Kong and Macao talents and those from the Mainland, there are major differences in the talent introduction policies of each city for the two. Against this background, taking Guangzhou, Shenzhen and Zhuhai as examples, we compare and analyze the similarities and differences of the Guangdong-Hong Kong-Macao Greater Bay Area"s policies on the introduction of mainland talents and Hong Kong-Macao talents, in combination with McCullough"s interaction model. The analysis reveals that the Guangdong-Hong Kong-Macao Greater Bay Area, as a place of policy implementation itself, is oriented to the introduction of high-end and precise mainland talents in terms of talent attraction criteria, while the introduction of Hong Kong and Macao talents is oriented to the introduction of young talents as a breakthrough point; and in terms of the areas of talent attraction, they all tend to be in the field of science and technology, while the cultural area is mostly targeted at mainland talents. As policy recipients, mainland talents and Hong Kong and Macao talents enjoy different degrees of personal tax concessions for talents and housing purchase concessions. On the basis of exploring the reasons for the similarities and differences of the policies, it is proposed to improve the mechanism of talent introduction in the Guangdong-Hong Kong-Macao Greater Bay Area, establish a cooperation model for the introduction of talents by the governments of Guangdong, Hong Kong and Macao, promote the integration of Hong Kong and Macao youths into the development of the Bay Area, and further guide the youths of Hong Kong and Macao to firmly establish their political stance and promote the spirit of patriotism, so that they can better promote the construction of a strong socialist country in terms of talents.
