基于熵权-TOPSIS法的知识产权领域营商环境评价探析 ——以京津沪渝四直辖市为例

Analysis of business environment evaluation in intellectual property field based on entropy Weight -TOPSIS method -- Taking Beijing, Tianjin, Shanghai and Chongqing as examples

摘要:

知识产权对营商环境具有塑造和引领作用,科学构建营商环境评价体系对营商环境的建设具有积极意义。文章从知识产权创造、运用、保护、管理、服务全链条构建评价体系,采用基于熵权改进的TOPSIS模型对京津沪渝四直辖市知识产权领域营商环境评价情况进行测度,并进行横向比较。结果表明,四直辖市知识产权领域营商环境发展水平指数整体良好,但直辖市之间的差异较大。进而从加大专精特新企业研发投入,推进自主创新能力；提升知识产权转移转化效能,释放知识产权运用新潜能；加强知识产权快速协同保护工作,强化知识产权全链条保护；打造知识产权高层次专业人才集聚区,提升知识产权服务水平等方面提出知识产权领域营商环境的优化路径。

Abstract:

Intellectual property has a role in shaping and leading the business environment, and the scientific establishment of a business environment evaluation system is of positive significance to the construction of a business environment. This paper constructs an evaluation system from the whole chain of intellectual property creation, application, protection, management and service, adopts TOPSIS model based on entropy weight improvement to measure the evaluation of the business environment in the field of intellectual property in Beijing, Tianjin, Shanghai and Chongqing, and makes a horizontal comparison. The results show that the overall development level of the business environment in the field of intellectual property in the four municipalities is good, but the differences among municipalities are large. Then increase the R D investment of specialized and special new enterprises to promote the ability of independent innovation; Improve the efficiency of intellectual property transfer and transformation, and release the new potential of intellectual property application; Strengthen the rapid and coordinated protection of intellectual property rights, and strengthen the protection of intellectual property rights in the whole chain; To build a concentration area for high-level intellectual property professionals, and improve the level of intellectual property services, the optimization path of the business environment in the intellectual property field is proposed.
