    为深入探究国家级科技企业孵化器孵化效率,精准优化科技企业孵化资源配置、加快发展新质生产力,以2018—2022年我国31个省份国家级科技企业孵化器数据为依据,利用BCC模型和Malmquist指数,对不同省份、不同城市群国家级科技企业孵化器孵化效率进行静态和动态分析。研究结果表明:(1)31个省份国家级科技企业孵化器孵化效率整体较低,27个省份存在投入冗余问题,26个省份存在产出不足问题;(2)城市群国家级科技企业孵化器孵化效率呈现出“粤港澳>京津冀=成渝>长三角”状态,城市一体化发展有利于国家级科技企业孵化器孵化效率的提升;(3)31个省份国家级科技企业孵化器全要素生产率呈现下降趋势。由此提出优化国家级科技企业孵化器空间布局、完善国家级科技企业孵化器发展路径和提升国家级科技企业孵化器管理效能的建议,以提高国家级科技企业孵化器孵化效率。

    Abstract:

    In order to accurately optimize the allocation of incubation resources for technology enterprises and develop new quality productivity by make a profound on incubation efficiency of national science and technology enterprise incubators, this paper uses the date on national science and technology enterprise incubators in 31 Provinces from 2018—2022 as the basis of the study, uses the BCC model and Malmquist index to carry out static and dynamic calculations on incubation efficiency of national science and technology enterprise incubators in different provinces and city clusters. The results of the study show that: (1) The overall efficiency of national science and technology enterprise incubators in 31 provinces is relatively low, and incubation efficiency have the problem of input redundancy in 27 provinces, output shortage in 26 provinces; (2) the incubation efficiency of national science and technology enterprise incubators among urban clusters shows the trend as: Guangdong-Hong Kong-Macao Greater Bay Area>Beijing-Tianjin-Hebei City Cluster=Chengdu-Chongqing Region Twin Cities Economic Circle>Yangtze River Delta City Cluster, and urban integration development is beneficial for improving the efficiency of national science and technology enterprise incubators; (3) The total factor productivity of national level technology enterprise incubators in 31 provinces is showing a downward trend. Thus, it is proposed that optimize the spatial layout of national level technology enterprise incubators, improve the development path of national level technology enterprise incubators and enhancing the Management Efficiency of National Science and Technology Enterprise Incubators, so that improve the incubation efficiency of national science and technology enterprise incubators.
