    摘 要:科技资源共享对产学研协同创新具有推动作用,同时产学研协同创新对科技资源开放共享的促进作用。通过剖析我国在科技资源共享服务产学研协同创新方面存在的问题,借鉴美国、英国及欧盟经验和我国建设实际,提出一种新型的“平台型”资源服务创新模式,阐述框架结构及运行机理,并以中关村国基条件科技资源共享服务创新联盟为例,分析其功能链条及创新特点等,并提出保障其良性运行的重要机制,为我国“平台型”科技资源服务产学研协同创新模式构建及发展提供有益借鉴。“平台型”资源服务创新模式的健康发展不仅要高度重视科技资源标准化、规范化、确权及交易问题,而且应加强分布式科技资源共享治理,打造自主可控的产业生态,同时也要正确应对国内外科技创新发展的机遇与挑战才行。

    Abstract:

    Absrtact: The sharing of scientific and technological resources promotes the collaborative innovation of Industry, university and research, and promotes the open sharing of scientific and technological resources. By analyzing the problems existing in the industry-university-research collaborative innovation of science and technology resource sharing service in China, and referring to the experience of the United States, the United Kingdom and the European Union as well as the actual construction of our country, this paper proposes a new "platform-type" resource service innovation model, expounds the framework structure and operation mechanism, and analyzes the functional chain and innovation characteristics by taking National Science and Technology Resources Sharing Service Innovation Alliance as an example. It also puts forward an important mechanism to guarantee its benign operation, and provides a useful reference for the construction and development of the collaborative innovation mode of "platform-type" science and technology resources serving industry, university and research in China. The healthy development of"Platform-type" resource service innovation mode should not only attach great importance to the standardization, standardization, right confirmation and transaction of scientific and technological resources, but also strengthen the management of distributed scientific and technological resources sharing, to build an independent and controllable industrial ecology, we should also correctly deal with the opportunities and challenges of the development of science and technology innovation at home and abroad.
