Abstract:The high-quality development of manufacturing industry is the top priority of high-quality economic development. Organizational resilience is of great significance to the high-quality development of manufacturing enterprises. Taking China 's Shanghai and Shenzhen A-share manufacturing enterprises from 2011 to 2021 as research samples, this paper examines the relationship between organizational resilience and high-quality development of manufacturing enterprises, and explores the mediating role of corporate competitiveness between the two and the moderating role of environmental uncertainty. The result showed that organizational resilience, technological innovation and internal control can promote the high-quality development of manufacturing enterprises. And organizational resilience can promote the high-quality development of manufacturing enterprises by driving technological innovation and optimizing internal control. Environmental uncertainty plays a positive moderating role between organizational resilience and high-quality development of non-state-owned enterprises. The empirical test shows that the above conclusions are robust. Further tests show that the promotion effect of organizational resilience has obvious scale heterogeneity, property right heterogeneity and environmental heterogeneity. The organizational resilience of small and medium-sized enterprises and non-state-owned enterprises have a more significant role in promoting the high-quality development of manufacturing enterprises, and the positive role of organizational resilience under high environmental uncertainty is more significant. Therefore, it is proposed that the government needs to strengthen the top-level design, match the policy resources with the needs of enterprises, and create a good development environment ; enterprises should rationally look at risk challenges, establish bottom-line thinking, deepen technological innovation, strengthen internal management, give full play to enterprise resilience and competitive advantages, and improve the quality and efficiency of manufacturing development.
