Abstract:Based on panel data from 30 provinces in China between 2018 and 2020, an evaluation index system is constructed for digital innovation, digital governance and the high-quality development of the digital economy by entropy-weighted TOPSIS method. Regarding the role of digital innovation and digital governance in promoting the high-quality development of the digital economy, we propose a benchmark regression model and an interaction effect model, and conduct empirical research on these models. The empirical results show that: (1) The levels of digital innovation, digital governance, and digital economic development in China are generally steadily increasing. However, the eastern region is relatively ahead, the northeastern region lags slightly, and there are significant differences between regions. The levels of digital innovation, digital governance, and the digital economy show regional imbalances; (2) Both digital innovation and digital governance positively promote the high-quality development of the digital economy, with the role of digital governance being more significant; (3) There is a significant interaction effect between digital innovation and digital governance, and they synergistically promote the high-quality development of the digital economy. Based on the above conclusions, the following suggestions are proposed. Formulate targeted and specific strategies according to regional differences, especially for the Northeast and other inland and western regions, and promote balanced development through policy support and special funds; Emphasize the improvement of digital governance, especially in the fields of data protection and network security; Promote the integration of digital innovation and digital governance, such as through cross regional training, resource integration, and cross departmental collaboration, and strengthen the establishment of evaluation systems and deepening cooperation between government and enterprises, to ensure the high-quality development of the digital economy.
