    摘要:

    随着知识生产模式的转型,国际高校科研评价改革深入推进,我国科研评价机制也日趋改进,但如何克服“五唯”问题仍是当前科研评价机制改革的一大难题。构建社会价值取向的高校科研评价机制对实现持续性科研创新、科研成果的应用性转化以及满足社会发展的需求具有重要意义。作为首个在评估过程中探索社会影响力的评价体系,英国科研卓越框架(Research Excellence Framework,REF)在长期的探索实践中形成了较完备的社会价值取向的高校科研评价机制,并呈现出评价目的关注创新成果的转化和应用价值、评价主体纳入非学术评审的多元化评价主体团队、评价指标聚焦社会影响力的过程性评估、基于循证的定量与定性融合式评价等特征。借鉴其理念、制度、模式、标准以及结果应用等方面的经验,建议进一步完善高校科研评价机制,强化非学术评审主体建设,促进多元利益相关者参与建构;优化科研评价指标设计,聚焦社会影响力评估;注重循证的定量与定性融合式评价,形成“基于充分信息支撑的同行评议”。

    Abstract:

    With the transformation of knowledge production mode, the reform of research evaluation in international universities is further promoted, and the mechanism of research evaluation in China is also improving day by day. However, how to overcome the "five only" problem is still a major problem in the reform of research evaluation mechanism.It is of great significance to construct the evaluation mechanism of research in colleges and universities with social value orientation to realize the continuous innovation of scientific research, the application transformation of scientific research results and meet the needs of social development.As the first evaluation system to explore social influence in the evaluation process,the UK Research Excellence Framework (REF) has formed a relatively complete research evaluation mechanism with social value orientation in the long-term exploration and practice.The evaluation purpose focuses on the transformation and application value of innovation achievements, the evaluation subject includes the diversified evaluation subject team of non-academic review, the evaluation index focuses on the social impact of the process evaluation, and the evidence-based quantitative and qualitative integration evaluation.Based on its experience in concept, system, model, standard and application of results, it is suggested to further perfect the research evaluation mechanism of universities, strengthen the construction of non-academic review subjects, and promote the participation of multiple stakeholders in the construction. Optimize the design of scientific research evaluation indicators and focus on social impact evaluation; Focus on evidence-based quantitative and qualitative evaluation, forming "peer review based on sufficient information support".
