中国数字技术创新效率测度与区域差异研究

Research on the Measurement and Regional Difference of Digital Technology Innovation Efficiency in China

摘要:

在加快形成新质生产力的背景下,数字技术创新能力对城市、区域乃至全社会的高质量发展至关重要。在厘清数字技术创新相关概念的基础上,以2012-2021年中国30个省份数字技术投入产出数据为研究样本,采用BBC模型和Malmquist指数模型对中国各省份和重点区域的数字技术创新效率做静态分析、动态分析和投入冗余分析。研究发现：中国数字技术创新效率发展不平衡现象严重,纯技术效率低且增长缓慢,需要建立良好的技术创新环境,优化技术管理水平,中部地区和长江经济带中游地区一直处于低水平且增长乏力,需要花大力气改善；大部分省份存在较严重的劳动冗余问题,且同一区域内的省份存在明显的劳动冗余差异,需要建立区域内统一、科学的人才管理机制。

Abstract:

Under the background of speeding up the formation of new quality productive forces, the ability of digital technological innovation is very important to the high quality development of cities, regions and even the whole society. On the basis of clarifying the related concepts of digital technological innovation, taking the input-output data of digital technology in 30 provinces of China from 2012 to 2021 as research samples, we use BBC model and Malmquist index model are to analyze the efficiency of digital technological innovation in various provinces and key regions of China. It is found that the unbalanced development of digital technological innovation efficiency in China is serious, the pure technological efficiency is low and the growth is slow, so it is necessary to establish a good technological innovation environment and optimize the technical management level. The central region and the middle reaches of the Yangtze River economic belt have been at a low level and the growth is weak, and great efforts need to be made to improve it. Most provinces have serious labor redundancy problems, and there are obvious differences in labor redundancy in the same region, so it is necessary to establish a unified and scientific talent management mechanism in the region.
