Abstract:Applying Slack-based directional distance function and Global Malmquist-Luenberger productivity index,this paper measures total factor carbon productivities of 11 cities in Zhejiang province from 2007 to 2021,and examines the convergence across cities. This paper findes the tendency of total factor carbon productivity is increasing on the whole,and the average annual growth rate of total factor carbon productivity is 3.5%. While the average annual growth rate of technology change is 3.9%, which is the leading contributor to the increase,but the rate of technical efficiency is only 0.1%.Moreover,there is no significant σ convergence across the cities in Zhejiang province,but there exists the absolute β convergence and the conditional β convergence.There is heterogeneity in convergence characteristics between Southwest and northeast of Zhejiang. The finding also shows the technological progress and the industrial structure have a positive impact on carbon productivity growth, while the energy structure has a negative impact on it. Therefore, developing digital economy,adjusting the industrial structure,promoting technological innovation as well as improving the energy consumption structure are the key points to improve carbon productivities in Zhejiang province.
