随着科技创新在公共治理中的深入应用,社会安全事件的应急管理也迎来了前所未有的发展机遇。党和政府始终将人民群众的生命安全放在至高无上的位置,然而,现有的应急管理研究较少深入探讨社会安全事件中的重大刑事案件。本文选取三个具有广泛影响的社会安全案例,采用网络爬虫技术收集大量数据,结合机器学习与深度访谈的方法,构建了一个衡量社会安全事件应急管理效能的分析框架,重点关注科技创新在提高应急管理效能中的关键作用。研究为政府应对突发社会安全事件提供了一个可操作的管理“工具箱”,同时也为科技创新在未来的社会安全中定位了核心价值。因此,研究有助于更精准有效地提升应急响应和处置能力,以科技创新为引领推动构建稳定有序的社会环境,为国家治理体系和治理能力现代化提供参考。

Abstract:

With the deepening application of technological innovation in public governance, the emergency management of social security incidents has encountered unprecedented developmental opportunities. The Party and the government have always prioritized the safety of people"s lives above all else, yet existing emergency management research has seldom delved into significant criminal cases within social security incidents. This paper selects three socially impactful security cases and utilizes web crawler technology to gather extensive data. By integrating machine learning with in-depth interviews, we construct an analytical framework to assess the efficiency of emergency management in social security events, with a keen focus on the critical role of technological innovation in enhancing emergency management efficiency. The research provides governments with an operational "toolbox" for responding to sudden social security incidents, simultaneously positioning technological innovation at the core of future societal security. Therefore, this study aids in enhancing emergency response and disposition capabilities more precisely and effectively, propelling the creation of a stable and orderly social environment led by technological innovation and offering a reference for the modernization of the national governance system and governance capabilities.
