高校专利导航实践与服务模式研究

Research on the Practice and Service Model of Patent Navigation in Colleges and Universities

摘要:

高校开展专利导航是满足科技创新决策、学科发展建设、成果转移转化以及社会服务的必然要求，研究高校专利导航服务模式可以提升服务精度与深度。梳理专利导航服务发展现状和相关平台资源，调研高校专利导航工作实际，总结高校专利导航服务特色和面临的问题，以需求为本，从服务框架和服务流程两个方面构建新环境下高校专利导航服务模式。根据目前高校专利导航存在的问题，建议从政府层面夯实发展基础，在机构协同、成果管理、平台支撑等方面完善规划设计；从高校层面强化政策导向，在组织架构、服务体系、队伍建设等方面完善管理机制，为高校深化专利导航服务提供参考。

Abstract:

The implementation of patent navigation in colleges and universities is an inevitable requirement to meet the needs of decision-making in scientific and technological innovation, disciplinary development and construction, transfer and transformation of achievements, and social services. Studying the service mode of patent navigation in colleges and universities can enhance the accuracy and depth of services. By sorting out the current situation of patent navigation service development and related platform resources, and investigating the actual work of patent navigation in colleges and universities, summarizing the characteristics and challenges on it, and, based on needs, this paper constructs a new service mode of patent navigation in colleges and universities under the new environment from two aspects of service framework and service process. According to the existing issues in patent navigation and proposes recommendations: at the government level, to strengthen foundational development by improving planning and design in institutional collaboration, achievement management, and platform support; at the university level, to reinforce policy guidance by optimizing management mechanisms in organizational structure, service systems, and team building. These suggestions provide a reference for universities to deepen their patent navigation services.
