长三角城市群科技人才共享的府际协作网络结构特征及影响因素研究

Research on the Structure Characteristics and Influencing Factors of the Intergovernmental Collaboration Network for Sharing Technological Talents in the Yangtze River Delta Urban Agglomeration

摘要:

长三角城市群的高质量发展离不开科技人才资源的驱动。由于科技人才争夺的异常激烈,科技人才共享的府际协作成为长三角城市群建设人才高地的重要举措。基于2008—2022年长三角城市群科技人才共享的府际协作数据,利用社会网络分析、块模型分析、QAP分析对长三角城市群科技人才共享的府际协作网络及其影响因素进行实证分析,结果表明：(1)长三角城市群科技人才共享的府际协作网络呈现“一核多中心”的网络结构,网络内部主体间关联程度较高但密度较低。(2)长三角城市群科技人才共享的府际协作网络呈现出横向协作为主,纵向协作为辅的结构特征。(3)长三角城市群科技人才共享的府际协作网络呈现为四个板块,部分板块之间存在溢出效应。(4)长三角城市群科技人才共享的府际协作网络结构主要受其城市地理位置、行政层级差异、行政隶属关系以及城市创新能力影响。因此,长三角城市群需要加强中心城市对边缘城市的辐射作用；并推动长三角城市群科技人才共享的纵向协作,以整体提升区域协作网络密度；提升中小城市板块间的溢出效应,推进长三角城市群科技人才的协同共享发展。

Abstract:

The high-quality development of the Yangtze River Delta urban agglomeration relies on the driving force of technological talent resources. Due to the exceptionally fierce competition for technological talent, intergovernmental collaboration in the sharing of technological talents has become an important initiative in the construction of talent hubs in the Yangtze River Delta urban agglomeration. Based on the intergovernmental collaboration data of technology talent sharing in the Yangtze River Delta urban agglomeration from 2008 to 2022, this paper uses social network analysis, block model analysis and QAP analysis to make an empirical analysis of the intergovernmental collaboration network of technology talent sharing in the Yangtze River Delta urban agglomeration and its influencing factors.The results show that: (1) The intergovernmental collaboration network of technological talent sharing in the Yangtze River Delta urban agglomeration presents a "one core, multiple centers the difference of administrative levels, the administrative subordination relationship and the urban innovation ability. Therefore, the Yangtze River Delta urban agglomeration needs to strengthen the radiating effect of central cities on peripheral cities, promote vertical collaboration in the sharing of technological talents in the YRD urban agglomeration to enhance the overall density of regional collaboration networks, and strength spillover effects between blocks of small and medium-sized cities, so as to push forward the collaboration and shared development of technological talents in the Yangtze River Delta urban agglomeration.
