企业家精神与区域经济韧性:基于双元创新和孵化服务视角的分析

Entrepreneurship and Regional Economic Resilience: From the perspectives of Dual Innovation and Incubation Service

摘要:

区域经济强韧性不仅是我国经济复苏回稳的镇定剂,还是实现我国经济弯道超车的保障石。探索企业家精神对区域经济韧性的影响及作用机制具有重要的理论和实践价值。文章利用中国281个地级市2004—2021年的面板数据,基于双元创新和孵化服务的视角,实证检验了企业家精神对区域经济韧性的影响及其作用机理。研究发现:(1)企业家精神与区域经济韧性呈现显著的“U”型关系,该结论经过一系列稳健性和内生性检验后仍然成立；(2)企业家精神影响区域经济韧性是通过探索式创新活动而不是利用式创新活动实现的；(3)孵化服务在企业家精神影响经济韧性的过程中有正向调节作用；(4)我国东部地区大部分城市已经跨越U型拐点,企业家精神对区域经济韧性产生助推作用,而西部地区和资源型城市的创业活力还较为匮乏,企业家精神对区域经济韧性表现为抑制作用。最后本研究从重视和激励企业家精神,构建科学合理的创新评选机制,加大探索式创新的投入,积极发挥创业孵化服务的助力作用,因地制宜,差异化扶持企业家精神等方面提出政策建议。

Abstract:

Strong regional economic resilience is not only a calming agent for China"s economic recovery and stabilization, but also a guarantee stone for realizing China"s economic curvature. Exploring the impact and mechanism of entrepreneurship on regional economic resilience has important theoretical and practical value. This paper empirically examines the impact of entrepreneurship on regional economic resilience and its mechanism of action from the perspectives of dual innovation and incubation services using panel data for 281 prefecture-level cities in China from 2004 to 2021. It is found that: (1) entrepreneurship and regional economic resilience show a significant U-shaped relationship, which still holds after a series of robustness and endogeneity tests; (2) exploratory innovation activities have a significant mediating effect in the process of entrepreneurship"s influence on regional economic resilience, while utilization innovation activities do not have a mediating effect; (3) incubation services have a positive moderating effect in the process of entrepreneurship affecting regional economic resilience; (4) most cities in the eastern region of China have crossed the U-shaped inflection point, and entrepreneurship has a boosting effect on regional economic resilience, while the entrepreneurial vitality of the western region and resource-based cities is still relatively poor, and entrepreneurship has an inhibiting effect on regional economic resilience. Finally, this study puts forward policy recommendations in terms of emphasizing and stimulating entrepreneurship, constructing a scientific and reasonable innovation selection mechanism, increasing the investment in exploratory innovation, actively playing the role of business incubation services, and differentiating the support for entrepreneurship according to local conditions.
