地方省市一流科技期刊服务科技创新的分析探讨

Analysis and discussion on top-ranking sci-tech journals service science and technology innovation of individual provincial-level administrative regions

摘要:

在培育世界一流科技期刊背景下，本文聚焦科技期刊与区域科技创新，通过网络调研、文献调研与统计分析等方法，呈现我国一流科技期刊地区分布，分析一流科技期刊与科技创新要素间的作用，探讨科技期刊服务科技创新情况，并以湖南省为例分析地方省市实施一流科技期刊支持政策助力科技创新的成效与问题。研究表明：一流科技期刊区域分布不平衡，科技期刊与区域创新要素间有显著相关性，地方省市在加强一流科技期刊建设服务科技创新过程中还存在优势学科话语权还不够、一流科技期刊规模较小，服务产业效应还不显著、科技成果的产出还不够，科技创新要素联动还不够、期刊政策支持力度还不够等问题与不足。基于数据统计及案例分析，从强化科技政策支持力度、壮大一流科技期刊规模、促进优质科技成果产出3个方面提出了建议，以期为地方省市加强科技期刊建设助力科技创新发展提供一定参考。

Abstract:

In the background of cultivating top-ranking sci-tech journals, This paper focusing on sci-tech journals and regional sci-tech innovation, by means of online research, literature research and data analysis, presents the construction and regional distribution of top-ranking sci-tech journals, analyzes the linkage between sci-tech journals and key elements of science and technology innovation, to explore the service of sci-tech journals for technological innovation. Then taking Hunan Province as an example, analyze the achievements and problems of support policies on top-ranking sci-tech journals construction to service science and technology innovation for individual provincial-level administrative regions. The research presents: the distribution of top-ranking sci-tech journals in various regions is uneven. There existed significant correlations between sci-tech journals and elements of regional innovation.Some problems exist during the policies implementation supporting the development of sci-tech journals to service science and technology innovation, such as the discourse power of the dominant subjects is not enough, and the scale of the top-ranking sci-tech periodicals is small; the effect of service industry is not significant, and the output of scientific and technological achievements is not enough; the linkage of scientific and technological innovation factors and the periodical policy support is not enough. Finally, based on data statistics and case analysis,this research proposes suggestions from three aspects of strengthening support for science and technology policies, expanding the scale of first-class sci-tech journals, promoting the output of high-quality sci-tech achievements, which would provide certain reference for regions to strengthen the construction of sci-tech journals and assist in the development of science and technology innovation.
