Abstract:International scientific and technological cooperation is an effective way to promote the development of scientific and technological innovation. As the driving force for the development of China's scientific and technological innovation, young scientific and technological talents are regarded as the backbone of international scientific and technological exchanges and cooperation. Taking the National Key R&D Program of China ‘Strategic Science and Technology Innovation Cooperation’ as a case, this study summarizes the current funding status and implementation effectiveness of projects led by young scientific and technological talents. Based on the questionnaire investigation results, systematically analysis of the demand characteristics and the problems encountered of young scientific and technological talents for international scientific and technological cooperation projects has been conducted. By providing opinions and improving suggestions on the project deployment, fund utilization, performance evaluation and risk prevention, which includes establishing young scientist projects in international scientific and technological cooperation projects, improving the system for cross-border use of funds and incentive guarantee mechanisms, establishing a comprehensive performance evaluation system that reflects the characteristics of international cooperation, and enhancing the risk prediction, prevention, and response capabilities of project implementation, this study proposes policy recommendations for cultivating young scientific and technological talents with international scientific and technological exchange and cooperation experience and international competitiveness.
