    摘要:

    加快发展新质生产力背景下,国家更加重视把创新作为引领发展的第一动力。全球经济快速变化,科技创新不断涌现,科技合作的内外部环境发生深刻演变。新质生产力是一种前瞻性的发展动力,其深度挖掘技术创新潜能,强化科技合作的技术基础,通过“新”的升级、“质”的提升以及“生产力”的增进,在政府政策支持和市场需求驱动的推动下,为科技合作注入前沿技术动力、奠定可持续发展基础、拓宽创新践行路径。中韩科技的合作层面由互补逐渐转向竞争,合作方式由官方向民间扩展,合作内容在微观领域更为突出。随着新质生产力的不断提升,中韩间仍存在现行政策支撑不足,科技产业发展较难,美韩同盟挤压等方面的现实挑战,已然影响双方高科技领域的进一步合作。鉴于此,中国聚焦第二个百年奋斗目标,提高新质生产力在科技合作中的地位,从新质生产力内生发展环境、核心竞争力及外源发展动力等层面着手,完善政策法规,融合提升创新水平,搭建科技合作平台,培育科技合作氛围,掌握合作主导权,促进技术互惠共享,争取塑造于己有利的科技跨国流动格局,为实现中华民族伟大复兴提供坚实的科技支撑。

    Abstract:

    In the context of accelerating the development of new quality productivity, China attaches more importance to innovation as the first driving force for development. The global economy is changing rapidly, scientific and technological innovation is constantly emerging, and the internal and external environment of scientific and technological cooperation has undergone profound changes. New quality productivity is a forward-looking driving force for development. It deeply taps the potential of technological innovation and strengthens the technical foundation of scientific and technological cooperation. Through the upgrade of new , the improvement of quality and the enhancement of productivity, driven by government policy support and market demand, it injects cutting-edge technological power into scientific and technological cooperation, lays the foundation for sustainable development, and broadens the path of innovation. The level of cooperation in science and technology between China and Korea has gradually shifted from complementarity to competition, the mode of cooperation has expanded from official to private, and the content of cooperation has become more prominent in the micro field. With the continuous improvement of new quality productivity, there are still realistic challenges between China and Korea, such as insufficient current policy support, difficult development of science and technology industry, and squeeze from the US-ROK alliance, which have already affected the further cooperation between the two sides in the high-tech field. In view of this, China is focussing on the second centenary goal and improving the status of new quality productivity in scientific and technological cooperation. Starting from the aspects of endogenous development environment of new productive forces, core competitiveness, and external development drivers, efforts should be made to improve policies and regulations, integrate and enhance innovation levels, build platforms for scientific and technological cooperation, foster an atmosphere of collaboration, and maintain leadership in cooperation. This will promote reciprocal sharing of technology and strive to shape a transnational flow of technology that benefits China, providing solid technological support for the great rejuvenation of the Chinese nation.
