Abstract:The development of disruptive technologies inevitably brings difficulties in risk control and governance, and falls into the so-called "Collingridge dilemma". Disruptive technology governance often faces the triple dislocation of time, knowledge and power, resulting in the dual opposition between the regulatory body and the enterprise body, and the gap between the legal system and the enterprise system. Based on the dual synergistic evolution logic of disruptive technology and internal and external systems, the compliance governance idea of "whole-process risk prevention and control, whole-process information disclosure, and multi-subject collaborative participation" is derived, which can specifically correct the time dislocation of technology governance, make up for the uncertainty of technology prediction, and avoid the passivity of external supervision. Furthermore, a collaborative compliance governance system is built according to the ecological niche stage of disruptive technologies to boost the high-quality development of disruptive technologies in China.
