    当今世界,大量先进科技技术在军民领域广泛应用,新域新质先进技术成果的转化落地,能成为推动新质生产力发展的重要变量,形成良好的经济效益和社会效益。为做好新域新质先进技术成果转化,完善评价制度是前提性工作,建立转移转化评价模型是基础。本文首先总结了党的二十大以来,新域新质先进技术成果在推动我国国民经济发展和国防科技工业建设方面的重要性,并就当前如何评价新域新质先进技术成果转移转化状况提出研究评价模型的需求。其次,为建立评价模型对新域新质先进技术成果转移转化的制约因素进行了分析,并文通过查阅文献、走访专家、开展专项座谈会、问卷调查等方式,从中提取出14个评价指标;再次,运用因子分析方法对先进技术成果转移转化评价指标数据进行信效度分析,并在标准化后获得14个指标的相关系数矩阵,在确定因子个数后对因子进行定量分析,并建立评价模型;而后对模型评价结果进行了分析,包括各评价因子对成果转移转化结果影响的具体分析,得出新域新质先进技术成果的转化环境、先进技术转化成果质量、先进技术成果的研发投入、先进技术成果转化的资源投入以及先进技术成果的发展应用前景等评价因子对成果转移转化的评价影响。最后,本文基于前期调查和评价模型,给出了先进技术成果转移转化服务的若干条建议。本文的成果将为新域新质先进技术推广提升提供理论指导,对转化和转移服务工作提供测评工具组合,也可为政策措施制定提供借鉴。

    Abstract:

    In today's world, a large number of advanced technologies are widely applied in the military and civilian fields. The transformation and implementation of new and high-quality advanced technological achievements in new fields can become an important variable in promoting the development of new productive forces, forming good economic and social benefits. Improving the evaluation system is a prerequisite for the transformation of advanced technology achievements of new-domain forces, and establishing a transfer and transformation evaluation model is the foundation. This article first summarizes the importance of new-domain and advanced technology achievements in promoting China's national economic development and national defense science and technology industry construction since the 20th National Congress of the Communist Party of China. It also proposes the need for research and evaluation models on how to evaluate the current transfer and transformation of new-domain forces, and advanced technology achievements. Secondly, in order to establish an evaluation model and analyze the constraints on the transfer and transformation of new-domain forces and advanced technology achievements, 14 evaluation indicators were extracted through literature review, expert visits, special symposiums, questionnaire surveys, and other methods; Once again, use factor analysis method to analyze the reliability and validity of the evaluation index data for the transfer and transformation of advanced technological achievements, and obtain the correlation coefficient matrix of 14 indicators after standardization. After determining the number of factors, quantitatively analyze the factors and establish an evaluation model; Subsequently, the evaluation results of the model were analyzed, including the specific analysis of the impact of various evaluation factors on the results of achievement transfer and transformation. The evaluation factors such as the transformation environment of new-domain forces advanced technology achievements, the quality of advanced technology transformation achievements, R&D investment in advanced technology achievements, resource investment in advanced technology achievement transformation, and the development and application prospects of advanced technology achievements on the evaluation of achievement transfer and transformation were obtained. Finally, based on the preliminary investigation and evaluation model, this article provides several suggestions for the transfer and transformation services of advanced technological achievements. The results of this article will provide theoretical guidance for the promotion and improvement of advanced technologies of new-domain forces, provide a combination of evaluation tools for transformation and transfer services, and also provide reference for policy measures.
