Abstract:The high-quality development of agriculture is an important foundation and inevitable requirement for China's modernization. The proposal of new quality productivity provides directional guidance for accelerating the flow of agricultural scientific and technological resources, shaping the productive power of agricultural development, and driving high-quality agricultural development. Based on the perspective of new quality of agricultural production, this study uses the entropy value method, the logarithmic double gravity model, and the mediating effect model to study the role path of agricultural science and technology resources flow, innovation capacity, and agricultural high-quality development for 30 provinces (autonomous regions, municipalities, and Taiwan, Hong Kong, and Macao, excluding Tibet) in China from 2010 to 2020. The results show that the comprehensive index of agricultural high-quality development has an upward trend and exhibits a regional feature of "east high and west low"; agricultural science and technology resource flow exhibits heterogeneity, with talent mainly concentrating in western and northeastern provinces and capital flowing towards western and central provinces; agricultural science and technology talent flow promotes agricultural high-quality development by improving regional innovation capacity, while agricultural science and technology capital flow weakens regional innovation capacity and hinders agricultural high-quality development. Therefore, this study suggests policy recommendations such as improving the innovation system and mechanism in the agricultural field, enhancing the attractiveness of regional talent, and removing obstacles to the flow of agricultural science and technology talent.
