Abstract:Intellectual property is a fundamental means to incentivize investment in scientific and technological resources, an institutional guarantee for the circulation of scientific and technological achievements, and a core element in winning the competition in technology industries. Achieving a high level of technological self-reliance and self-strengthening is inseparable from the protection and incentives of the intellectual property system. Simultaneously, high-level technological self-reliance and self-strengthening are consistent goals and intrinsic needs of intellectual property development, complementing and promoting each other. Guided by Marxist theories on science and technology and using literature research and case analysis, this article discusses the intrinsic logic behind how intellectual property boosts high-level technological self-reliance and self-strengthening from a theoretical perspective, and examines current achievements and issues from a practical perspective. The study finds that current intellectual property protection has achieved significant success in promoting the input of scientific resources, incentivizing innovation activities, and developing technology industries. However, one cannot ignore issues like the insufficient effectiveness of resource investments, gaps in the innovation chain, and the uneven development of technology industries. In response, it is proposed to enhance the guidance and effectiveness of investments in scientific resources, deepen reforms to enhance the supply of high-quality outcomes and the technological capacity of enterprises, and comprehensively improve industrial competitiveness by leveraging strengths. These measures aim to maximize the role of intellectual property in promoting scientific innovation, narrowing technological gaps, and enhancing the competitiveness of Chinese industries, thus providing a solid foundation and strong support for winning the battle in technology and achieving high-level technological self-reliance and self-strengthening.
