数字技术作为驱动世界新一轮科技革命和产业变革深入推进的先导力量,已经日益融入经济社会的各个领域,深刻影响着人类社会的生产方式、生活方式与社会治理模式。然而,随着人工智能、物联网、区块链、云计算等数字技术的融合发展与广泛应用,基于现实又超脱于现实的数字空间已经成型,打破了虚拟与现实之间的边界,冲击了原有的社会公共理性原则,亦引发了一系列系统性伦理风险。本文全面分析了数字技术伦理风险的多重样态,从隐私侵犯风险到信息安全风险,从算法偏见风险再到数字鸿沟风险,全方位展现了数字技术对社会伦理的冲击与挑战,并对其伦理风险的生成机理进行了深入剖析,涵盖技术发展的内在矛盾性与不确定性、技术规制框架的滞后性与局限性等。为有效化解数字技术的伦理风险,本文提出要构建数字技术伦理规范与动态调整机制、强化个人信息保护与数据安全风险防范、推动数字技术包容性增长与促进数字正义实现、深化国际合作与全球数字治理,旨在探寻技术创新与伦理规范的平衡点,引导技术进步服务于社会发展,确保数字技术在推动社会进步的同时,亦不偏离伦理轨道,以构建一个既充满活力又公平公正的数字社会。

Abstract:

As the vanguard force propelling the world’s latest wave of technological revolution and industrial transformation, digital technologies have become deeply ingrained across every sector of society, significantly influencing production methodologies, lifestyle patterns, and governance paradigms. Yet, with the confluence and extensive application of technologies such as artificial intelligence, the Internet of Things, blockchain, and cloud computing, a digital realm that is rooted in but transcends physical reality has been shaped. This development erodes the line separating the virtual and the tangible, undermines established social norms of public reason, and precipitates a series of systemic ethical dilemmas.This discourse undertakes an exhaustive analysis of the manifold ethical hazards posed by digital technologies, encompassing threats to privacy, information security vulnerabilities, biases embedded within algorithms, and the exacerbation of the digital divide. It presents a panoramic view of how digital technologies challenge societal ethics and scrutinizes the underlying dynamics of these ethical risks, including the intrinsic tensions and uncertainties of technological evolution, as well as the shortcomings and delays in regulatory frameworks.In pursuit of mitigating the ethical perils associated with digital technologies, this treatise advocates for the formulation of ethical guidelines coupled with adaptive regulatory mechanisms. It underscores the importance of fortifying personal data protection and bolstering defenses against data security threats. The paper also calls for fostering an inclusive digital growth trajectory that advances digital equity and encourages global collaboration and governance in the digital sphere.
