创新券通用通兑下新能源产业创新参与主体策略选择研究

Study on the Strategy Selection of Participating Subjects of New Energy Industry Innovation under the Generalized Exchange of Innovation Vouchers

摘要:

创新券是政府面向初创企业创新需求创设的普惠性政府政策,可有效降低企业创新投入成本,促进产学研合作与科技成果转化,对初创企业创新发展起重要作用。新能源行业作为具有较高技术和资本门槛的行业,初创新能源企业在创新活动中往往面临资源匮乏、资金短缺、研发风险高等问题,而创新券这一政策覆盖创新链条关键短板,为初创新能源企业科技创新提供了有力支持。本文从创新券通用通兑视角,研究了由初创新能源企业、科技服务机构和科技服务管理平台构成的新能源产业创新三方主体的策略选择问题,揭示了创新券政策实施过程中不同因素产生的影响,并提出相应的优化策略,为改善创新券实施效果、促进新能源产业参与主体科技创新提供了思路。

Abstract:

Innovation voucher is a universal government policy created by the government for the innovation needs of startups, which can effectively reduce the cost of innovation investment, promote the cooperation between industries, universities and research institutes and the transformation of scientific and technological achievements, and play an important role in the innovation and development of startups. New energy industry as a high technology and capital threshold industry, the beginning of innovative energy enterprises in the innovation activities often face a lack of resources, lack of funds, R D risks and other issues, and innovation voucher policy covers the key short board of the innovation chain, for the beginning of innovative energy enterprises in science and technology innovation to provide strong support. In this paper, from the perspective of innovation voucher general exchange, we have studied the strategy selection of new energy industry innovation tripartite main body composed of new innovation energy enterprises, science and technology service organizations and science and technology service management platform, and revealed the impact of different factors in the process of innovation voucher policy implementation. It also puts forward the corresponding optimization strategy, which provides ideas for improving the implementation effect of innovation vouchers and promoting the scientific and technological innovation of the participating subjects in the new energy industry.
