推动创新链产业链资金链人才链“四链”融合是加快发展新质生产力、实现高质量发展的必然选择。“四链”融合源于创新链和产业链的融合,是产业与科技协同创新发展相关理论的拓展和深化。创新链和产业链融合是“四链”融合的前提和核心,融合的着力点是推动产业技术需求有效传导到创新主体及推动前沿技术成果加速转化为现实生产力,关键是树立全链条创新和全产业链创新意识并确立企业创新主体地位；人才链、资金链与创新链、产业链融合的着力点是积极引导人才、资金向创新链和产业链融合发展急需紧缺环节流动,关键是大力引育高层次基础研究人才、科技创业领军人才、高技能人才,以及完善多元化基础研究投入机制和大力发展“耐心资本”；资金链与人才链融合的着力点是通过优化资金链配置人才链,关键是科学分析预测产业人才需求并优化人才培养与评价激励机制。建议研制战略产业发展规划及配套行动计划、全面建设以企业为创新主体的区域创新体系并建立“产业、科技、人才、金融”协同发展机制,为“四链”融合指明方向目标、明确方法并建立保障机制。

Promoting the integration of the innovation chain, the industry chain, the capital chain and the talent chain (collectively as "four chains") is an inevitable choice for accelerating the development of new productivity and realizing high-quality development. The integration of the four chains originates from the integration of the innovation chain and the industrial chain, which is the expansion and deepening of the theory related to the synergistic innovation and development of industry and science and technology. Integration of innovation chain and industrial chain is the premise and core of "four-chain" integration, and the focus of integration is to promote the effective transmission of industrial technological needs to the innovation body and accelerate the transformation of cutting-edge technological achievements into real productivity, and the key is to set up a sense of whole-chain innovation and whole-industry-chain innovation and establish the status of enterprises as the main body of innovation. The focus of the integration of talent chain, capital chain and innovation chain and industry chain is to actively guide the flow of talents and capital to the urgently needed and scarce links in the integration and development of innovation chain and industry chain, and the key is to vigorously attract and nurture high-level basic research talents, scientific and technological entrepreneurship leaders and high-skilled talents, as well as to improve the diversified investment mechanism for basic research and to develop "patience capital". The focus of the integration of capital chain and talent chain is to optimize the allocation of talent chain through the capital chain, and the key is to scientifically analyze and forecast the demand of industrial talents and optimize the talent evaluation and incentive mechanism. It is suggested to develop strategic industry development plan and supporting action plan, comprehensively build regional innovation system with enterprises as the main body of innovation, and establish synergistic development mechanism of "industry, science and technology, talents and finance" to indicate the direction, clarify the methodology and establish guarantee mechanism for the integration of the "four chains".
