The output characteristics of AIGC exhibit a intricate pattern intertwined with creativity, knowledge valuation, and technological determinism. Through an in-depth analysis of its nature, it becomes evident that this phenomenon is actually rooted in the collaborative efforts of AI algorithm designers and content prompters. This collaborative framework emphasizes the ethical responsibilities held by these two roles throughout the content creation process, thereby elucidating the central role played by human subjects in the ethical governance of AIGC. In order to thoroughly examine the legitimacy and rationality of AIGC"s ethical regulation, consequentialism - as a methodology for moral judgment - focuses on pre-assessing the ethical risks that may arise from AIGC technology and its profound social impact. Consequently, it provides a robust theoretical foundation for constructing and implementing an effective system for ethical regulation. Building upon this foundation, both internalist and externalist approaches are employed to achieve deep integration and permeation of ethics within the complete cycle of AIGC content generation. This includes exploring algorithm alignment and content correction while providing a solid ethical guarantee for sustainable development of AIGC technology.
