Abstract:Colleges and universities are the main positions of talent training and gathering, and the important force of national scientific and technological innovation. In recent years, the application, authorization and transformation of science and technology patents in colleges and universities tend to develop well. However, compared with the general situation of national patents, the application rate of market transformation of invention patents and basic research in colleges and universities is still low. The reason lies in the scope of science and technology patent information service in the artificial intelligence technology environment of university libraries. The three service quality elements, namely, service awareness, service capability, and supporting resources, lack of awareness of existing problems, so as to propose a service optimization strategy that integrates and promotes AI technology elements and patent information service quality elements. Specifically, it includes clarifying service characteristics and role positioning, promoting the construction of AI+ science and technology patent information service system, promoting the industrialization of AI+ science and technology patent reserve, leveraging AI technology to expand science and technology patent information publicity channels, and improving the "system + talent" resource management elements matching AI environment. It is expected that university libraries can improve the quality of science and technology patent information service and its social core competitiveness immediately and creatively under the environment of artificial intelligence.
