Abstract:The construction industry is a pillar of China"s national economy, and construction labor service enterprises, as a crucial link in the industrial chain, directly impact the entire industry"s efficiency and quality. In recent years, China"s economy has transitioned from high-speed development to high-quality development, with digital intelligence deeply penetrating the construction industry and moving towards production practices. Construction enterprises urgently need to leverage digital intelligence to create new productive forces and achieve high-quality development. "Data" is a critical dimension for driving industrial innovation through technological innovation, improving total factor productivity, and developing new productive forces. This research introduces a“data”factor into the traditional TOE framework, forming an improved TOED framework to investigate digital technology innovation influencing factors in construction enterprises. Taking the transformation of traditional labor contractors into construction labor service platforms as its proposition, the study explores key innovation driving elements across technology, organization, environment, and data dimensions under the TOED framework. The research proposes critical transformation strategies including: Introducing next-generation information technologies, Strengthening digital construction application scenario innovations,Restructuring digital strategies and organizations, Building big data capability platforms,Aggregating industry data,etc.Practical case studies demonstrate that systematically constructing digital technology innovation mechanisms can help construction labor service enterprises successfully achieve digital platform transformation, improve management efficiency, reduce operational costs, enhance market competitiveness, and promote high-quality industry development.
