The Policy Research on Financial Support for Guangzhou’s Strategic Emerging Industry

本文分析了广州市战略性新兴产业金融支持的不足，并沿着政策性金融机构、商业银行和资本市场相结合的政策指导思想，提出了一揽子金融创新政策建议：发展股权投资，壮大直接金融体系；以政府的创业、产业、并购引导基金为重点，协调政策性金融工具和资本市场；建设区域多层次债券市场，增强各类平台间的协同；完善投融资中介服务体系，发展国有、民营金融控股集团，发展地方中小型金融机构，推动新型产业的间接融资；创新金融衍生产品，创新消费信贷模式。

Abstract:

This article analyses Guangzhou’s financial support for Strategic Emerging Industry. Under the integration guidance of policy financial institutions，commercial banks and financial market, the article suggests: to develop equity investment, to coordinate policy finance tool and financial market by all kinds of guidance fund, to build local debt market, to coordinate all kinds of platforms, to build investment intermediaries, to build private and state owned financial groups ,to develop financial SMEs for indirect finance, to innovate financial derivatives ,to innovate consumption credit model.
