经济新常态背景下，作为国民经济支柱的制造业正陷入收益趋势性衰减、萎靡不振与从要素驱动向创新驱动转型升级难的两大困境。破解困境不仅要从需求管理与供给管理两方面下功夫，充分发挥财政政策和货币政策在投资与消费方面的杠杆作用，从劳动力、原料、资本、技术等供给环节加强调控，提高制度供给效益，而且应构建以技术创新为核心、以生产组织形式和市场营销方式创新为主的全面创新体系。

The article suggests that government make efforts to manage demand and supply, not only make full use of fiscal policy and monetary policy to raise investment and consumption, but increase supply from raw material, labor, capital, technology and other aspects, and improve the supply efficiency, build the innovation system in an all-round way With technology innovation as the core, the form of production organization and marketing innovation as the main.
