河南广东两省科技创新政策演进比较研究

Comparative Study on Evolution of Science and Technology Innovation Policy between Guangdong and Henan Provinces

摘要:

本文基于河南省和广东省2005-2015年颁布的212件科技创新政策,构建政策文件数据库,运用文献计量分析的方法,从政策时间分布、部门分布和内容分布三个方面比较研究河南省和广东省科技创新政策不同阶段的演进路径及其差异。借鉴广东省制定和完善科技创新法规政策的经验,在此基础上,最后提出了河南省制定本区域科技创新政策要突出特色、具有针对性、可执行性和加强联系性的建议。

Abstract:

This paper constructed policy document database, basing on 212 pieces of science and technology innovation policy in henan and guangdong province from 2005 to 2015 year, using the literature measurement analysis method, researching the evolution at different stage and itsdifferences of science and technologyinnovationpolicy in henan province and guangdong province by three aspects that the policy time distribution, department distribution and content distribution comparing. Draw lessons from policies of guangdong province related to science and technology innovation experience of developing and completing thelaws,regulations,on this basis, finally puts forward the proposals that highlight the characteristics, targeted, enforceability and strengthen connection of regional science and technology innovation policy in henan province.
