摘要:

聚焦上海市高新技术企业群体,从高新技术企业认定政策本身、高新技术企业税收优惠力度、高新技术企业认定政策管理流程、高新技术企业相关中介机构、政策联动等视角,全方位考察上海市高新技术企业政策落实情况,分析高新技术企业政策落实的主要成效,探讨高新技术企业政策的现状与瓶颈问题,在深入实践的基础上,提出优化和完善高新技术企业政策的政策建议。

Abstract:

The paper is focused high-tech enterprise groups in Shanghai. The policy implementation of high-tech enterprises was all-round studied, from the identification policy of high-tech enterprises itself, the tax preferential policy of high-tech enterprises, the identification policy process management, the related intermediary agencies, policy linkage, etc. The main effects of policy implementation of high-tech enterprises were analyzed and the status and the problems of high-tech enterprise policy were explored. On the basis of practice of in-depth, the policy suggestions for optimization and perfection of high-tech enterprise policy was put forward.
