介绍了新型研发机构的缘起、概念与特点；阐述了基于用户和全球资源的海尔开放式创新的背景、理念、运行特点和成效；借鉴海尔开放创新(HOPE),建立一个基于“开放创新”的新型研发机构发展的产业创新平台,提出了设计思路,对总体框架、角色、平台功能、关键资源运行进行设计,以实现科技体系的创新突破。
