Abstract:Today,with a new round of scientific and technological revolution and industrial transformation accelerating the evolution, regional science and technology collaborative innovation has become an important way to speed up the process of regional integration and enhance the regional international competitiveness. Even though the number of related research on regional collaborative innovation system has been increased, from the perspective of policy planning, it faces the problem of complex conclusions and insufficient theoretical support. Therefore, based on the three perspectives of driving factors, cooperation levels and innovation models, this paper constructs a three-dimensional framework of regional science and technology collaborative innovation system, to analyze the current situation and the future trend. Also, taking Pearl River Delta area as an example, this paper clarifies the significance of the three-dimensional framework for strategic planning and policy system.
