我国科技人才评价研究的热点和趋势——基于CiteSpace的可视化知识图谱分析

摘要:

科技人才评价是人才发展的基础性制度,对激发科技人才创新热情和创造活力,推动我国实现高水平科技自立自强具有重要意义。文章通过CitesSpace软件绘制可视化知识图谱,对我国科技人才评价研究的历史演变、前沿热点等进行了分析。研究发现,我国科技人才评价研究目前主要聚焦于评价的指标、方法等工具层面研究,以及部分关于评价的理念、导向等价值层面研究,在未来趋势上,主要关注创新导向、分类评价、青年人才等研究主题。研究认为,未来关于科技人才评价的研究,在理论层面应从人才发展规律和科技创新规律出发完善科技人才评价工作,在制度层面应在宏观科技体制改革大局中来研究科技人才评价改革的实施,在实践层面应加强定量实证研究和一线基层情况调研, 在技术层面应探索利用新技术手段在人才评价中的应用。

Abstract:

The evaluation of scientific and technological talents is a fundamental system for talent development, which is of great significance in stimulating the innovation enthusiasm and creative vitality of scientific and technological talents, promoting China to achieve high-level scientific and technological self-reliance. The article uses CiteSpace software to draw a visual knowledge graph and analyzes the historical evolution and cutting-edge hotspots of research on the evaluation of scientific and technological talents in China. Research has found that the evaluation of scientific and technological talents in China mainly focuses on the research of evaluation indicators, methods and other tool levels, as well as some value level research on evaluation concepts and guidance. Research suggests that in the future, research on the evaluation of scientific and technological talents should start from the laws of talent development and technological innovation at the theoretical level to improve the evaluation of scientific and technological talents. At the institutional level, the implementation of scientific and technological talent evaluation reform should be studied in the context of macro level scientific and technological system reform. At the practical level, quantitative empirical research and frontline grassroots situation investigation should be strengthened. At the technical level, the application of new technological means in talent evaluation should be explored.
