融合文本发掘与专利计量的技术标准化能力测度研究——以产业技术创新战略联盟为例

Research on the Measurement of Technical Standardization Capability Based on Text Mining and Patent Bibliometrics: The Case of Industry Technology Innovation Strategic Alliances

摘要:

当前,国家高度重视技术标准化在创新驱动发展战略中的重要作用,要求强化产业技术标准化能力以支撑产业升级与经济高质量发展。为科学评估组织的技术标准化能力,本文融合文本发掘与专利计量方法,构建了技术标准化能力测度模型,探讨多种数据源在技术标准化研究中的应用。然后以产业技术创新战略联盟为研究样本,应用构建的测度模型进行实证分析。研究发现,文本发掘与专利计量的结合能够更全面地揭示技术标准化能力的内涵,为技术标准化能力的有效测度提供新的视角和方法论基础。此外,研究还表明,产业技术创新战略联盟在技术标准化过程中扮演着技术主导的角色,这为政策制定者在标准化管理和技术创新方面提供了重要参考。

Abstract:

Nowadays, China pays great attention to the important role of technical standardization in the innovation-driven development strategy, and requires the strengthening of technical standardization capability of organizations to support industrial upgrading and high-quality economic development. To accurately evaluate the organization’s technical standardization capability, this paper integrates text mining and patent bibliometric methods to construct a measurement model of technical standardization capability, and investigates the application of multiple data sources in the study of technical standardization. Then, industry technology innovation strategic alliances are taken as research samples to carry out empirical analysis by applying the constructed measurement model. The study finds that the combination of text mining and patent bibliometric methods can reveal the connotation of technical standardization capability more comprehensively, and provide a new perspective and methodological basis for the effective measurement of technical standardization capability. In addition, the empirical results also show that industry technology innovation strategic alliances play a technology-led role in the process of technical standardization, which provides an important reference for policymakers in standardization management and technology innovation.
