Abstract:To break through the bottlenecks in green technology, promote green and low-carbon transformation, and optimize the collaborative mechanism of the green technology innovation consortium. Based on the theory of innovation ecology, a “mechanism technology policy” analysis framework was constructed, and the knowledge transfer behavior of green technology innovation consortia was analyzed using system dynamics. The research results reveal that the “mechanism technology policy” has an impact on knowledge transfer behavior by influencing internal and external contextual factors, including:the operation mechanism of green technology innovation consortia effectively enhances the ability and willingness to transfer knowledge by strengthening relationship governance capabilities and cultivating a culture of integrated innovation; The application of blockchain technology optimizes the risk sharing mechanism, thereby enhancing the willingness to transfer knowledge; The cooperative innovation procurement policy reshapes the innovation ecosystem through risk sharing and market development, promoting the enhancement of knowledge innovation capabilities and collaboration among leading enterprises.Based on the research findings, it is recommended to further refine the operational mechanism of the green technology innovation consortium, enhance the application of blockchain technology in the knowledge transfer process, fully leverage the effectiveness of government cooperative innovation procurement policies, promote the establishment of a knowledge transfer innovation platform with collaborative participation from multiple stakeholders, and support the enhancement of knowledge transfer capabilities for small and medium-sized enterprises and financial institutions.
